You may have read that mortgage rates are falling—as of last week, the average rate for a 30-year fixed-rate loan was 3.8 percent, the lowest since May 2013, per the New York Times

Q. I spend 11 months out of the year in my home in China, but I also own a New York co-op. Is the building allowed to charge me an extra maintenance fee because it's not my primary residence? 

A. “In all my 34 years of experience selling residential real estate,” says real estate broker Shirley Hackel of Warburg Realty, “I’ve never heard of a co-op charging extra maintenance to shareholders for whom the apartment is not a primary residence.”
