A quick search on StreetEasy reveals that Atlas and Kips Bay Towers are giving rental incentives. Atlas, a luxury high-rise building located at 66 West 38th Street at Sixth Avenue, is offering one month free rent or will pay your broker's fee, while Kips Bay Towers, which stretches on First Avenue from 26th to 29th Streets (admittedly not everyone's favorite neighborhood), will give you a free month, and pay your broker's commission.

No-fee apartment search site UrbanEdgeNY tells us that landlord Icon Realty is offering one-month free in all of its buildings, located primarily in the Upper East Side and downtown. The apartments tend to fall on the modest walk-up side of the spectrum; you can find the links here.
